Hayter's picture represents the moving of the address to the Crown on 5 February 1833, at the opening of the first Reformed Parliament in the House of Commons (St Stephen's Chapel, destroyed by fire, 1834). The figure actually speaking on the left is the 2nd Marquess of Breadalbane. The picture includes nearly four hundred identifiable figures.
